Similar Symptoms:

A secure connection to the server could not be established.
Account: ’accountname’ Server: ’servername’, Protocol: POP3, Port: 995, Secure (SSL): Yes, Error Number: 0x800CCC 1A

Possible Cause:
 

Client’s Anti-Virus program does not support SSL.
 

Resolution:
 
1) Disable the scanning email feauter in your Anti-Virus
 
2) Disable the SSL setting in mail client
